big data technologies and simplification provisions to tackle tax evasion: on friday, january 31, scholars and experts discuss tax compliance and privacy at the conference hosted by sant’anna school institute of economics

New computing technologies and machine learning are redefining tax compliance and enforcement. Big data, in particular, help contribute to increasing domestic revenues by enhancing tax compliance, and improving the relationship between taxpayers and tax administrations.

Using big data for tax policies help tackle tax evasion and avoidance. By reducing the tax evasion, simplification provisions including data mining and the collection of third-party information may pose significant threat to privacy. Is it a real threat? To answer this question, scholars and experts explore the various approaches to improving tax compliance.

Ensuring one shared vision on costs of simplification as compared to traditional enforcement actions, experts will focus on the benefits of simplification and the privacy concerns providing an overview of different policies that contribute to the challenging task of making tax administrations more effective and more efficient.

On Friday, January 31 (aula magna, at 2.00 pm) the “Il Fisco del futuro: nuove tecnologie, semplificazione tributaria e lotta all’evasione” conference brings together experts in fiscal sustainability to discuss emerging issues in tax compliance and privacy implications. The event, hosted by Sant'Anna School Institute of Economics, EC H2020 GROWINPRO project partners, Department of Excellence EMbeDS  (Economics and Management in the Era of Data Science), offers the opportunity for leading scholars to come together to network with experts from the Ministry of Economy and Finance.

Keynote speakers include Alessandro Santoro (University Milano-Bicocca), Maria Cecilia Guerra (Ministry of Economy and Finance), Pasquale Tridico (INPS), Marta Colonna (pagoPA).

Sant’Anna School law and economics faculty members Giovanni DosiAlessandro Nuvolari and Andrea Roventini (Institute of Economics) along with  Giovanni Comandè, (Dirpolis Institue for Law, Politics and Development) participate in the discussions.

Keynote speakers:

Professor Alessandro Santoro is currently working at the Department of Economics, Quantitative Methods and Business Strategy, at the University Milano-Bicocca. His research has focused on Public Finance, taxation, tax compliance and the disaggregation of VAT efficiency measures. From 1999 to 2004, he worked at the Secit Dept. of the Ministry of Finance. From 2006 to 2016, he has served on Ministry of Economy and Presidency of Ministers advisory councils.

University of Modena - Reggio Emilia Professor Maria Cecilia Guerra, is currently serving as undersecretary at the Ministry of Economy and Finance. She has served as a senator in the 17th legislature and spokesperson for Articolo Uno - Mdp - Liberi e Uguali party. She has served as undersecretary and vice minister during president Monti legislature. She served as undersecretary for Equal Opportunity during president Letta legislature.

University Roma Tre Professor of Labour Economics Pasquale Tridico, is a member of the scientific committee of the master’s program Mercato del lavoro, relazioni industriali e sistemi di welfare. Since May 2019, he has been serving as president of INPS.

Marta Colonna is Director of PagoPa Spa Legal Affairs. As a lawyer, she focused on Intellectual Property, Information Technology law, data protection and regulatory compliance. In 2018, she joined the Team per la Trasformazione Digitale.
